Our Vision
SAKSHAM is a Government of Maharashtra initiative focused on comprehensive skill mapping, workforce understanding, and livelihood alignment, aimed at strengthening human capital as a key pillar of Viksit Maharashtra 2047.
The initiative enables data-driven skill planning, improved employability, and effective alignment between citizens, employers, and training institutions.
About the Initiative
SAKSHAM seeks to create a robust skill intelligence framework by collecting and analysing structured data from:
Residents (citizens)
Understanding citizens’ skills, employment status, income patterns, and livelihood aspirations.
Participation through:
- Door-to-door census
- AI-based self-survey.
Employers
Capturing industry demand, workforce requirements, and skill shortages.
Training and skill institutions
Assessing training capacity, course offerings, and placement linkages.
Targeted skill development planning
Employment and Livelihood Generation
Industry-aligned training programs
Evidence-based governance
Stakeholder Participation
SAKSHAM enables participation through three structured surveys.
Resident Census
Purpose:
To understand citizens’ skills, employment status, income patterns, and aspirations.
Benefits:
- Recognition of skills (formal & informal)
- Improved access to relevant training and employment
- Better alignment of government programs with citizen needs
- Long-term livelihood planning at the community level
Who should participate:
- Working individuals
- Self-employed persons
- Job seekers
- Informal sector workers
- Youth and women seeking livelihood opportunities
